1、电厂的规模为2台40t/h中温中压蒸汽锅炉和1台12MW中压汽轮发电机组，并预留2台40t/h中温中压蒸汽锅炉和1台12MW中压汽轮发电机组的位置。
2、工程范围为新建2台40t/h中温中压蒸汽锅炉和1台12MW中压汽轮发电机组所需的成套生产设施、辅助生产设施、各相应系统及上述系统的安装工程及土建工程；厂区办公及生活设施；电厂厂界内的管线。
本工程不包括接入系统及厂外输变电等配套工程。
3、电厂锅炉的燃料为煤，业主应提供拟采用煤种的煤质资料，并争取燃煤粒度不大于30毫米；水源为井水，业主应提供水质化验资料，并负责将所需水量送至厂界处。循环冷却水采用海水。
4、设计文件参照《小型火力发电厂设计规范》（GB50049－94）等规范、规定进行编制。电厂设计年运行时间大于7000小时，除应达到额定的发电量12MW（包括厂用电）外，还需满足35t/h、0.98MPa的蒸汽供应，所供蒸汽的凝结水全部不能回收。
5、电厂主要设备均采用中国大陆的产品。建筑物一般采用钢结构，满足生产要求即可，尽量节约投资。煤、渣采用露天堆放，设置干煤棚。燃煤由皮带运至炉前煤仓后进入锅炉进行燃烧，渣经除渣机排出后由人工运至灰渣场，除尘器细灰也由人工运至灰渣场，除尘器的效率大于90％。锅炉给水经处理后应满足锅炉给水的水质标准。厂区蒸汽管道架空敷设，雨污水等排水采用明沟，给水管道、电力管线采用埋地敷设方式。
1. The plant will be equipped with two 40t/h medium-temperature-medium-pressure (MTMP) steam boilers and a 12MW medium-pressure (MP) steam turbine generator, with reserved space for additional two 40t/h MTMP steam boilers and a 12MW MP steam turbine generator.
2. Scope of the construction includes the complete production facilities, auxiliary facilities, and all corresponding systems necessary for the two new 40t/h MTMP steam boilers and one new 12MW MP steam turbine generator, as well as the installation and civil construction for the above systems; office and living buildings; pipeline within the plant boundary.
The construction excludes auxiliary constructions such as power transformer/ transmission constructions out of the plant and access systems.
3. Boilers of the plant will be fueled with coal. The owner should offer the quality information of the proposed coal type, with the preferred granularity no more than 30mm. Water for the boilers is sourced from wells. The owner should offer the quality test information of the water and supply the necessary water flow to the plant boundary. Seawater will be employed as the circulating coolant water.
4. The design documents are prepared as per relevant specifications and regulatory, including GB50049－94 "Design Specifications for Small Thermal Power Plants". The plant is designed with an annual running time more than 7,000h. It should offer the rated 12MW electricity production (including the station service power), in addition to the 35t/h, 0.98MPa steam supply. No condensing water of the steam supply will be recycled.
5. Products from the Mainland China are selected for all the major equipments of the plant. Steel structure shall be generally employed for plant buildings. In order to minimize the investment, the buildings shall be constructed so long as they meet the production requirements. Coal and cinder are piled in open areas, where a Dry Coal Shed is offered to supply coal to the Boiler-Front Coal Cache via conveyor belts. Coal in the Cache is then conveyed into the boilers for combustion. Cinder discharged from the cinder collector, as well as ash from the ash chamber (with the efficiency better than 90%), is conveyed manually to the Cinder and Ash Yard. The boilers are supplied with water having been treated to meet quality standards for boilers. Aerial installation is selected for steam pipelines within the plant; both rainwater and sewage are drained through ditches; water supply pipes and cable ducts are laid underneath the ground.
