第一章 总则

第一条 为了加强出版物印刷管理，维护出版者和出版物印刷经营者的合法权益，制止非法印刷活动，促进社会主义精神文明和物质文明建设，根据《出版管理条例》和《印刷业管理条例》，制定本规定。
翻译：Article 1This Regulation is promulgated to strengthen the administration of the publication printing, safeguard legal rights of the publishers and publication printing houses, check illegal printing activities and promote the socialist spiritual and physical civilization in accordance with Publication Regulations and Printing Industry Regulations.
第二条 凡从事出版物印刷经营活动，必须遵守本规定。

本规定所称出版物，包括报纸、期刊、书籍、地图、年画、图片、挂历、画册及音像制品、电子出版物的装帧封面等。

第三条 出版者和出版物印刷经营者必须遵守国家有关法律、行政法规及规章进行出版物印刷经营活动，提高产品质量，满足社会需求。
翻译：Article 3The publishers and publication printing entities must abide by applicable government laws, regulations and by-laws in publication printing business to improve the product quality and meet the social demands.
禁止印刷含有反动、淫秽、迷信内容和国家明令禁止出版、印制的其他内容的出版物。
翻译：It is prohibited to print any publication with retroactive, obscene, superstitious contents and other contents strictly prohibited for publication and printing by government laws.
第四条 资讯出版署依照《印刷业管理条例》负责印刷业的监督管理工作；省、自治区、直辖市资讯出版局依照所在地省、自治区、直辖市人民政府的授权，监督管理本行政区域内的印刷业，并负责本规定的实施。
